1. (a) To qualify for election to the board, a person must:

   1. (1) be at least 18 years of age;
   2. (2) have been a resident of the district for at least two years; and
   3. (3) be a qualified voter of the district.
2. (b) An elective or appointed officer of this state or a political subdivision, including Upton County, is not qualified for election to the board.
