1. (a) A contested case hearing shall be conducted before an administrative law judge of the State Office of Administrative Hearings.

4. (d) The administrative law judge shall control the proceedings and may:

   1. (1) administer oaths;
   2. (2) admit or exclude testimony or other evidence; and
   3. (3) rule on all motions and objections.
