1. (a) The department may issue a temporary license to an applicant if the applicant satisfies:

   1. (1) the requirements of Section 451.153; and
   2. (2) any other requirement established by the commission.
2. (b) The commission by rule shall prescribe the time during which a temporary license is valid.
