1. (a) Except as provided by Subsections (b) and (c), this chapter does not apply to a transaction in which a metal recycler is a party.

2. (b) This chapter applies to a transaction in which a motor vehicle:

   1. (1) is sold, transferred, released, or delivered to a metal recycler for the purpose of reuse or resale as a motor vehicle; and
   2. (2) is used for that purpose.
3. (c) Sections 2302.0015 and 2302.205 apply to a metal recycler.
