1. (a) A person must obtain an appropriate license to:

   1. (1) engage in the business of manufacturing, distributing, jobbing, or importing fireworks to be sold or used in this state; or
   2. (2) supervise or conduct public fireworks displays.
2. (b) A person who is younger than 18 years of age may not be issued a license under Subchapter D.

3. (c) A person may not:

   1. (1) transfer a license; or
   2. (2) obtain or attempt to obtain a license by fraudulent representation.
4. (d) A person may not alter or deface a license. An altered or defaced license is void.
