1. (a) In this section, "parent company" means an individual or a partnership, corporation, or other business entity holding one or more structural pest control business licenses.

2. (b) On a determination that an applicant or structural pest control business license holder under a parent company has substantially failed to comply with the standards and rules established by the department under this chapter, after notice and a hearing, the commissioner may refuse to:

   1. (1) examine the applicant;
   2. (2) issue a license to the applicant; or
   3. (3) issue a business license to the parent company.
