1. (a) The commission shall issue a telecommunicator license to a person who:

   1. (1) submits an application;
   2. (2) completes the required training;
   3. (3) passes the required examination; and
   4. (4) meets any other requirement of this chapter and the rules prescribed by the commission to qualify as a telecommunicator.

2. (a-1) The training required by Subsection (a)(2) must include telecommunicator cardiopulmonary resuscitation training that:

   1. (1) uses the most current nationally recognized emergency cardiovascular care guidelines;
   2. (2) incorporates recognition protocols for out-of-hospital cardiac arrest; and
   3. (3) provides information on best practices for relaying compression-only cardiopulmonary resuscitation instructions to callers.
3. (b) The commission may issue a temporary or permanent license to a person to act as a telecommunicator.
