1. (a) The commissioner shall establish qualifications for a representative and shall adopt rules establishing procedures for authorization of representatives.

2. (b) A representative may receive a fee for providing representation under this subtitle only if the representative is:

   1. (1) an adjuster representing an insurance carrier; or
   2. (2) licensed to practice law.
