Tex. Health & Safety Code § 554.001 – Admission of Certain Juveniles

(a) The department shall designate state facilities for use as residential treatment facilities for emotionally disturbed juveniles who:
1. (1) have been admitted under Subtitle C to a facility of the department; or
2. (2) are under the managing conservatorship of the Department of Family and Protective Services and have been admitted under Subtitle C to a state facility designated by the department under this section.
(b) An emotionally disturbed juvenile who has been found to have engaged in delinquent conduct or conduct indicating a need for supervision under Title 3, Family Code, may not be admitted to the Waco Center for Youth.
