1. (a) A hearing under this chapter is governed by the procedures for a contested case hearing under Chapter 2001, Government Code, and the department's formal hearing rules.
2. (b) An appeal from a final administrative decision under this chapter shall be conducted under Chapter 2001, Government Code.
