1. (a) A person commits an offense if the person operates a facility for quarantined or impounded animals that fails to meet standards for approval established by:

   1. (1) board rules; or
   2. (2) ordinances or rules adopted under this chapter by a county or municipality.
2. (b) An offense under this section is a Class C misdemeanor.
