In this chapter:

1. (1) "Community health center" means a nonprofit corporation in this state that:

   1. (A) provides required primary health services, including:

      1. (i) basic health services;
      2. (ii) referrals to providers of medical services;
      3. (iii) patient case management services;
      4. (iv) outreach; and
      5. (v) patient education; and

   2. (B) has a governing board that:

      1. (i) is composed of individuals, a majority of whom are being served by the community health centers; and
      2. (ii) represents the individuals being served by the community health center.
2. (2) "Commission" means the Health and Human Services Commission.

3. (3) "Development corporation" means a nonprofit corporation that:

   1. (A) provides revolving loan funds to community health centers;
   2. (B) accepts gifts and grants;
   3. (C) seeks funding from various government and private sources; and
   4. (D) associates with a broad-based organization serving community health centers.
4. (3-a) "Executive commissioner" means the executive commissioner of the Health and Human Services Commission.

6. (5) "Program" means the loan program authorized by this chapter.
