Tex. Hum. Res. Code § 48.253
(a) On receipt by the commission of a report of alleged abuse, neglect, or exploitation under this subchapter, the commission shall initiate a prompt and thorough investigation as needed to evaluate the accuracy of the report and to assess the need for emergency protective services, unless the commission, in accordance with rules adopted under this subchapter, determines that the report:
