1. (a) Subject to the approval of the executive commissioner, the commission shall:

   1. (1) determine and record the time taken by the commission to establish an overpayment claim in the supplemental nutrition assistance program or the program of financial assistance under Chapter 31;
   2. (2) set progressive goals for reducing the time described by Subdivision (1); and
   3. (3) adopt a schedule to meet the goals set under Subdivision (2).
