1. (a) The department may contract for services for releasees if funds are appropriated to the department for the services, including services for releasees who have a history of:

   1. (1) mental impairment or intellectual disability;
   2. (2) substance abuse; or
   3. (3) sexual offenses.
2. (b) The department shall seek funding for a contract under this section as a priority item.
