In this chapter:

1. (1) "State agency" means an entity expressly made subject to this chapter.
2. (2) "Advisory committee" means a committee, council, commission, or other entity created under state law whose primary function is to advise a state agency.
3. (3) "Commission" means the Sunset Advisory Commission.

4. (4) "Regulatory agency" means a department, commission, board, or other agency that:

   1. (A) is created by the constitution or by statute;
   2. (B) is in the executive branch of state government;
   3. (C) has statewide authority; and
   4. (D) has authority to deny, grant, renew, revoke, or suspend a license, certification, or other authorization to engage in an activity.
