1. (a) The council shall annually hold public hearings on homelessness issues in at least one county located in a rural area of this state and one county located in an urban area of this state.

2. (b) The department shall provide to the secretary of state for publication in the Texas Register a notice of the hearings and shall provide for the notice to be given in other appropriate sources, which may include:

   1. (1) a newsletter published by a nonprofit organization addressing the problem of homelessness; or
   2. (2) a local newspaper.
