1. (a) The registrar shall deliver the original of an initial certificate:

   1. (1) in person to the applicant or the applicant's agent appointed under Section 13.003; or
   2. (2) by mail to the applicant.
2. (b) If delivery is by mail, the registrar shall send the certificate to the mailing address on the applicant's registration application.
3. (c) The registrar shall deliver the certificate in time for the applicant to receive it before the effective date of the registration.
