1. (a) The council is composed of 20 members nominated by the council and appointed by the commissioner as follows:

   1. (1) three representatives of the Texas and Southwestern Cattle Raisers Association;
   2. (2) three representatives of the Texas Cattle Feeders Association;
   3. (3) three representatives of the Texas Farm Bureau;
   4. (4) two representatives of the Independent Cattlemen's Association of Texas;
   5. (5) two representatives of the Texas purebred cattle industry;
   6. (6) two representatives of the Texas dairy industry;
   7. (7) one representative of the Livestock Marketing Association of Texas;
   8. (8) one representative of meat packer and exporter associations;
   9. (9) one representative of Texas CattleWomen; and
   10. (10) two at-large directors.
2. (b) A council member serves a one-year term or until his or her successor is appointed. A council member may serve not more than six consecutive one-year terms, except that a council member who is elected to serve as an officer during the member's sixth consecutive one-year term may serve as chairman or past chairman for not more than two additional consecutive one-year terms.
3. (c) The commissioner, on recommendation of the council, shall fill a vacancy on the council by appointment for the unexpired term.
