If the holder of the international registration of the mark is not domiciled in the United States, the affidavit or declaration may include the name, email address, and postal address of a U.S. resident on whom notices or process in proceedings affecting the registration may be served. 15 U.S.C. §1141k(f); 37 C.F.R. §2.24(a)-(b). The mere designation of a domestic representative, however, does not authorize the person designated to represent the holder. 37 C.F.R. §2.24(c).
