When a customer's service is found to be out of order or a customer reports trouble, the local exchange company shall promptly test its facilities to determine if the problem is with the local exchange company's facilities. If it is, the local exchange company shall correct the trouble promptly. There may be no charge to the customer for testing or correcting a problem found on the local exchange company's facilities. If the trouble is found not to be in the local exchange company's facilities, the local exchange company shall notify the customer promptly.
