The telephone plant of each telecommunications company shall be designed, constructed, installed, maintained, and operated subject to the provisions of applicable electrical safety codes and in accordance with accepted good engineering practices of the telecommunications industry to assure continuity of service, uniformity in the quality of service furnished, and the safety of persons and property.
