S.C. Code Ann. § 8-11-85
Notwithstanding any other provision of law, commencing July 1, 1980, the total health insurance premiums for all retired state employees and retired public school employees who qualify for state health insurance shall be paid from state funds. The provisions of this section shall not apply to premiums to cover dependents of such retirees.
