Notwithstanding any other provision of law, a permit not to exceed seventy-two hours to allow the possession and consumption of alcoholic liquors must be issued upon request to the public authorities in charge of a publicly owned auditorium, coliseum, or armory. This permit is for the benefit of any person leasing or otherwise lawfully using the subject premises.
