No license or permit under this title may be issued, renewed, or transferred unless the department and the Internal Revenue Service determine that the applicant does not owe the state or federal government delinquent taxes, penalties, or interest. If the department or the Internal Revenue Service determine that delinquent taxes, penalties, or interest are due, the department must notify the applicant of the necessary requirements to comply with this section.
