S.C. Code Ann. § 59-5-61
The State Board of Education shall through local school districts and area vocational centers establish, maintain, and operate secondary occupational vocational education courses for secondary school students in public schools in accordance with guidelines and standards established by the Board and in accordance with federal laws pertaining to vocational education. The Board shall also approve all secondary occupational vocational education courses.
