S.C. Code Ann. § 59-25-830
The findings of fact by the State Board of Education shall be final and conclusive as to all parties, but any party thereto may, within thirty days thereafter, appeal to the court of common pleas of the county in which the appeal arose, to review error of law only, by filing with the State Board of Education notice of the appeal and of the grounds for the appeal. The state board, within thirty days thereafter, shall file a certified copy of the transcript of record with the clerk of such court. Any appeal from the order of the circuit court shall be taken in the manner provided by the South Carolina Appellate Court Rules.
