S.C. Code Ann. § 59-25-260
The findings of fact by the State Board of Education shall be final and conclusive. The person aggrieved by the order of the State Board of Education, within thirty days thereafter, may appeal to the court of common pleas, to review errors of law only, by filing with the State Board of Education notice of such appeal and of the grounds thereof. The State Board of Education shall within thirty days thereafter, file a certified copy of the transcript of record with the clerk of such court. Any appeal from the order of the circuit court shall be taken in the manner provided by the South Carolina Appellate Court Rules.
