Section effective until July 1, 2022.

1. (1) implementation of the external review team process;
2. (2) a diagnostic review of operations and academics that must include a leadership capacity report;
3. (3) a review of five systems consisting of mission/vision, governance, teaching and learning, resource allocation, and continuous improvement practices;
4. (4) an analysis of student achievement data; and
5. (5) an analysis of culture and climate including stakeholder surveys.

The Department of Education shall implement the provisions of this section through the Office of Transformation. The office shall provide technical assistance to underperforming schools and districts as directed by the Superintendent of Education. Underperforming schools and districts are identified with a rating of below average or at risk on the most recent annual school report card or with the lowest percentages of students meeting state standards on state assessments on the most recent state assessments or with the lowest high school graduation rates. 2021 Act No. 44, Sections 2, 3, provide as follows:

"SECTION 2. Article 15, Chapter 18, Title 59 of the 1976 Code is repealed.

"SECTION 3. This act takes effect on July 1, 2022, upon approval by the Governor."
