1. (A) All activities and services provided by a First Steps Partnership must be made available to young children and families on a voluntary basis and must focus on the following:

   1. (1) lifelong learning:

      1. (a) school readiness;
      2. (b) parenting skills;
      3. (c) family literacy; and
      4. (d) adult and continuing education.

   2. (2) health care:

      1. (a) nutrition;
      2. (b) affordable access to quality age-appropriate health care;
      3. (c) early and periodic screenings;
      4. (d) required immunizations;
      5. (e) initiatives to reduce injuries to infants and toddlers; and
      6. (f) technical assistance and consultation for parents and child care providers on health and safety issues.

   3. (3) quality child care:

      1. (a) staff training and professional development incentives;
      2. (b) quality cognitive learning programs;
      3. (c) voluntary accreditation standards;
      4. (d) accessibility to quality child care and development resources; and
      5. (e) affordability.

   4. (4) transportation:

      1. (a) coordinated service;
      2. (b) accessibility;
      3. (c) increased utilization efficiency; and
      4. (d) affordability.
2. (B) Any part of the initiative within the county strategic plan using local district resources within a school district must be conducted only with approval of the district's board of trustees.
