All the privilege tax on fertilizers shall in the future be paid to the State Treasurer, subject to the order of the board of trustees of Clemson University. And so much of the money so received as shall be necessary to defray the expenses of the board in performing the duties devolved upon it shall be thus used and the balance shall go to the University for its erection and maintenance.
