Whenever the Commission, after hearing had upon its own motion or upon complaint, on reasonable notice, finds that the service of any telephone utility is not reasonably adequate and efficient, the Commission shall make its findings and issue an order thereon requiring such telephone utility to provide reasonable, adequate and efficient service.
