The Office of Regulatory Staff may, in its discretion, subject to approval of the commission:

1. (a) establish a standardized system of accounts to be kept by the public utilities subject to its jurisdiction;
2. (b) classify such public utilities and establish a standardized system of accounts for each class; and
3. (c) prescribe the manner in which such accounts shall be kept.
