Operators shall form and operate an association providing for mutual receipt of Section 58-35-60 notification of excavation or demolition operations in a defined geographical area. An association that provides such service on behalf of operators having utilities within South Carolina shall file with the South Carolina Public Service Commission the telephone number and address of the association, a description of the geographical area served by the association, and a list of the names and addresses of each operator receiving such service from the association.

No operator shall be required to join any such association.
