S.C. Code Ann. § 58-17-3310
No railroad or branch or extension of a railroad shall hereafter be opened for public use until the Public Service Commission, after an examination, shall certify that all laws relating to the construction thereof have been complied with and that the road appears to be in a safe condition for operation, unless the Commission shall, after ten days' written notice to it by the railroad company of such proposed opening, fail to make such examination.
