S.C. Code Ann. § 58-17-3120
All railroad companies operating passenger trains or coaches by steam, within or through this State, shall put cinder deflectors or wire screens that will effectually keep cinders from engines from entering cars upon all windows of passenger coaches, so as to protect passengers when the windows are raised. Such deflectors shall extend from the bottom of windows the entire length and three inches above the top of the sash and shall be six inches wide and permanently fastened to each outside edge of each window. Any railroad company refusing or neglecting to comply with the provisions of this section shall be subject to a penalty of not less than five hundred dollars nor more than one thousand dollars for each coach not screened as required by this section, to be recovered by the Attorney General or any solicitor at the request of any person aggrieved by such refusal or neglect, for the benefit of the State.
The Public Service Commission shall see that this section is enforced.
