S.C. Code Ann. § 58-17-180
Whenever in the judgment of the Commission it shall appear that any such corporation has violated any law or neglected, in any respect or particular, to comply with the terms of its charter or with the provisions of any of the laws of the State, especially in regard to connections with other railroads, its rates of toll or its time schedule, the Commission shall give notice thereof in writing to such corporation and if the violation or neglect is continued after such notice the Commission shall make application to a circuit court or a judge thereof in vacation for an injunction to restrain the company complained of from further continuing to violate the law or the terms of its charter or for a writ of mandamus as provided in Section 58-17-110.
