S.C. Code Ann. § 58-17-140
The Commission shall make an annual report to the General Assembly of its official acts, including such statements, facts and explanations as will disclose the actual working of the system of railroad transportation in its bearing upon the business and prosperity of the State, and such suggestions as to the general railroad policy of the State or any part thereof or as to the condition, affairs or conduct of any of the railroad corporations as may seem to it appropriate, with a special report of all accidents, and the causes thereof, for the preceding year. It shall also recommend such legislation as in its judgment may be necessary to secure just and reasonable rates for the transportation of passengers and freights and for the prevention of unjust discrimination. The annual report shall be transmitted to the Governor on or before the second Monday in November in each year, to be laid before the General Assembly.
