S.C. Code Ann. § 58-17-110
If any railroad company shall neglect or refuse to comply with the provisions of the General Railroad Law or with the rules and regulations prescribed by the Commission within the limits of its authority, such company shall be subject to a writ of mandamus, to be issued by any justice of the Supreme Court or circuit court judge, upon application of the Commission, to require compliance with such laws or such rules and regulations and failure to comply with such writ of mandamus shall be punishable as for contempt. And for any wilful violation of any such laws or failure to comply with the requirements of such rules or regulations the court may award such costs and counsel fees, on the return of such writ and after due deliberation thereon, as may be just.
