All annual reports required to be filed with the Public Service Commission by railroads doing business in this State shall be filed with the Commission within three months after the close of the year for which the report is made. But the Commission may, upon sufficient cause being shown, extend the time for the filing of such reports for a period not exceeding ninety days.
