S.C. Code Ann. § 56-3-2710
Section effective until January 18, 2024.
The Department of Motor Vehicles upon request and subject to the limitations and conditions set forth in this article shall provide temporary license plates and registration certificates to a corporation for motor vehicles used solely for research and development.

2023 Act No. 51, Sections 33 and 40(C)(1), provide as follows:
"SECTION 33. Article 30, Chapter 3, Title 56 of the S.C. Code is repealed."
"[SECTION 40.](C)(1) SECTIONS 8, 9, 10, 11, 12, 30, 31, 32, and 33 take effect eight months after the approval by the Governor, provided that necessary solicitations are awarded in a timely manner in accordance with the State Consolidated Procurement Code."
