S.C. Code Ann. § 56-3-1860
Section effective until May 6, 2022.
The special plates shall be of the same size as regular motor vehicle license plates but shall be of such a distinctive design, and shall bear such letters and numerals, as the Department of Motor Vehicles shall prescribe. No two recipients shall receive identical plates.

"SECTION 2. Articles 7, 8, 14, 15, 16, 33, 38, 43, 53, 55, 56, 63, 68, 74, 84, 88, 99, 101, 102, 103, 104, 106, 107, 110, 111, 112, 115, 116, 117, 129, 131, 132, 143, and 144, Chapter 3, Title 56 are repealed.
"SECTION 3. This act takes effect one year after approval by the Governor."
