(a) No license may be issued or renewed pursuant to this chapter unless the applicant presents to the Department of Transportation a certificate of insurance from an insurance company licensed to do business in this State providing:

1. (1) Motor vehicle insurance with minimum coverage of one hundred thousand dollars for bodily injury to or death of one person in any one accident, three hundred thousand dollars for bodily injury to or death of two or more persons in any one accident, and fifty thousand dollars for injury to or destruction of property of others in any one accident.
2. (2) Comprehensive general liability insurance with a minimum coverage of two hundred fifty thousand dollars combined single limit of liability.
3. (3) Workers' Compensation insurance that complies with Title 42 if the person licensed as a professional housemover is not exempt from the provisions of that title.
