If no appeal is taken from the order of the division within the period fixed, the party against whom the order was entered shall be deemed to have waived the right to have the reasonableness or lawfulness of the order reviewed by the court, and there shall be no trial of that issue in any court in which suit may be instituted for the penalty for failure to comply with the order.
