1. (A) The department may permit physically or mentally disabled persons, residents of an orphanage or another eleemosynary institution of this State, or a Boy or Girl Scout to hunt or fish for up to three consecutive days within a county of this State without obtaining a license to do so if:

   1. (1) The person or the institution receives a permit from the department.
   2. (2) The name of each person to whom the permit applies is furnished to the department.
2. (B) The residents of institutions must be accompanied on the hunting or fishing trip for which the permit is granted by a representative of the institution.
3. (C) No blind or mentally disabled person may carry or use a weapon while hunting or fishing pursuant to this section.
