No shad, herring, or sturgeon net may be fished so that the net, including its cables, lines, or attached devices extends over more than one-half the width of the river, stream, or water course, regardless of the stage of the tide, river stage, or method of net deployment. No net may be:

1. (1) placed, drifted, or operated within six hundred feet of any gill net previously deployed; or
2. (2) placed or set within seventy-five feet of the confluence of any tributary.
