(A) A fee of ten dollars shall accompany each application for a certificate of title, except for those applications for duplicates for which the fee is five dollars. Any watercraft which is propelled by hand with oar, paddle, or similar device shall not require a certificate of title unless the owner requests such a certificate.
(B) The provisions of this section requiring a fee do not apply to the motorboats owned by volunteer rescue squads used exclusively for the purpose of the squads.
