1. (A) Covered devices must be recovered in a manner that complies with all applicable federal, state, and local requirements.
2. (B) Recoverers must at a minimum comply with the responsible recycling practices (R2/RIOS) developed by the Institute of Scrap Recycling Industries or other comparable industry or governmental standards.
