An administrative inspection warrant may be issued by any magistrate whose territorial jurisdiction encompasses the property to be inspected. The magistrate shall issue the warrant upon a showing that a victim of lead poisoning resides, or has recently resided, in the dwelling or child care facility or the magistrate shall issue the warrant if the owner of the property requests the premises be inspected because a child under the age of six years resides there.
