S.C. Code Ann. § 44-38-310
There is established within the Office of Intellectual and Developmental Disabilities the South Carolina Head and Spinal Cord Injury Service Delivery System. The system shall operate as a division of the office to be known as the Head and Spinal Cord Injury Division. The office must develop, coordinate, and enhance the delivery of services to persons with head and spinal cord injuries. The office must coordinate case management services provided pursuant to this article with the Department of Vocational Rehabilitation. Services provided pursuant to this article supplement and do not supplant existing services or the development of new services.

At the direction of the Code Commissioner, certain references in the S.C. Code to the State Department of Mental Health, South Carolina Mental Health Commission, Department of Disabilities and Special Needs, Department of Disabilities and Special Needs Commission, Department of Alcohol and Other Drug Abuse Services, and other related terms were changed to reflect the restructuring of these agencies into component offices under the Department of Behavioral Health and Developmental Disabilities, pursuant to 2025 Act No. 3, SECTION 18.
